In the US, leaded gasoline was gradually phased out from 1975-1986. It was mandated by an federal government order for a variety of health impact reasons. The impacts of leaded gasoline weren’t discovered until the 1920’s or 1930’s when workers in oil refineries began to get sick or died in their work. I believe when it was discovered that lead can have grave impacts on the development of young children that the government took real action.
