Curbside recycling began as early as 1974 with the first program beginning for newspapers in University City, Missouri. By 1998, there were as many as 9,000 curbside recycling programs and 12,000 recycling drop-off centers that had been started around the U.S. for paper. In 1999, recycling material facilities began to sprout up to expand curbside recycling programs to include additional collection material.
