It is different for each state. The first one was in Texas in 1985 by a group of concerned citizens. Now, 49 out of the 50 states have their own Adopt-a-Highway programs.
The concerned group of citizens mentioned above were the Tyler Civitan Club, which erected the first Adopt-a-Highway sign on March 9, 1985 on Texas’s Highway 69. In addition to being in 49 out of the 50 states, the Adopt-a-Highway program has spread to other countries, including Canada, Japan, and New Zealand.
