    California’s cap-and-trade program, the centerpiece to the state’s Global Warming Solutions Act, was officially adopted in October of 2011. The first cap-and-trade permit auction is slated to take place this upcoming November. Beginning in 2013, the Californian companies emitting the largest amounts of carbon polution will be forced to either meet the state’s imposed caps on emissions or buy carbon credits. So the cap-and-trade regulations will begin to take full effect in 2013.
