A no-draw charger will not pull electricity from the outlet it is plugged in to while it is not charging a phone, thus conserving power.  Regular chargers can still use small amounts of electricity when they are plugged in to an outlet, even if no phone is attached.  A single charger will not use up a lot of power, but there are several million cell phone chargers in the world.  If they each use up even a tiny amount of power while they’re plugged in, that overall amount of wasted energy still ends up pretty high.
