Though I couldn’t find diesel specific results, I found that there are three main reasons why a car would not be subject to emission laws (according to a US immigration site): 1. The car is imported by a non-resident for a time not exceeding a year, 2. Cars belonging to members of foreign armed forces, foreign diplomatic personnel, and members of public international organizations, 3. Those temporarily imported for research, demonstration, or competition, provided they are not licensed for use, or driven, on public roads.
