What would the SEER rating be for a green air conditioner?

In January 2006 a government mandate stated that the air conditioning manufactures (as well as heat pump) could no longer make equipment the feel below a 13 SEER. All new products must meet this requirement, the change in the SEER rating could result in an energy savings of up to 23% compared to air conditioner systems at a 10 SEER rating. Systems over ten years old may only make a 8 SEER rating and replacing the unit could result in about a 55% savings.
