Well, it would solve the problem of needing all the space to lay down solar panels. The government when building or repairing roads could simply lay down solar harvesting devices as the roads themselves instead. It could generate enough power to support local communities, thus reducing their dependence on oil imports and greenhouse emissions. Unfortunately, solar panels are still extremely expensive to produce and so covering large areas with them would be cost-prohibitive.
