A carbon tax is a carbon dioxide tax. Since carbon dioxide is released when fossil fuels are burned, a carbon tax affects fossil fuel use. A carbon tax is not meant to tax carbon that is not released into the atomsphere as carbon dioxide. The tax will be applied upstream to fuel suppliers and processors who are actually producing/mining the fuel. The cost of the tax will be passed along the supply chain to consumers, and the price we pay for things like petrol, should go up.
