What would a carbon bank accomplish?

    A carbon bank would allow for the setting of international limits on greenhouse gas (CO2) production by setting up a mechanism through which countries that exceed the international limits could by carbon allowances from countries that are under the limit and still have spare carbon credits. This system would institute a set of incentives that, in theory, would reduce carbon emissions and fight global warming.
