The EPA is a regulatory body which means that it doesn’t DO things as much as it restricts and permits others’ operations. In this sense, the worst thing the EPA can do for the environment is nothing. Failure to monitor the environmental impacts of businesses or failure to enforce the regulations laid down by such legislation like the Clean Air Act, makes the EPA partly responsible for the pollution or the environmental damage that follows. When the EPA is found to be doing a poor job enforcing the law, groups like Earthjustice will and do bring the EPA to court.
