What will need to happen for the tar sands project to get shut down?

    A number of things could interfere sufficiently. Outcry from environmental groups dealing with the destruction of the immediate and surrounding area and resulting tailings ponds; or maybe associating them with threatening a popular endangered species. Strict laws capping carbon dioxide emissions or restricting fossil fuel production could make it unprofitable compared to green energy (especially as the technology of the latter improves).
