What will California’s recent ban on semi trucks built before 1994 mean for the price of consumer goods?

It will probably elevate the prices of consumer goods for a bit, but once truckers can replace the older less fuel efficient vehicles then the prices will return to normal if not less. It is a fair ban as the trucks built before 1994 are far more polluting and do not use fuel as efficiently as newer trucks, they were not built to the stricter environmental standards we have today.
