The panel also found that if regulation does not change and become enforced another spill is likely to occur again. The panel suggests more funding and more regulation is needed.
The panel also suggests that the $75 million liability cap set in place after the Exxon Valdez spill should be lifted. It also suggested that 80% of the penalty fees should go towards Gulf restoration projects.
