Basically, the dispute was between Oklahoma and six water districts about water rights. The water districts had challenged the notion of paying Oklahoma to use water drawn from the Grand River, but the Court of Civil Appeals in Oklahoma had ruled that the water within the reservoire was owned by the state. The Supreme Court, however, has decided not to intervene.
