I believe that the worst occurred in 1991, when the Iraqi army deliberately released nearly 460 million gallons of crude oil into the Persian Gulf.
The biggest oil spill on record is the 1978 spill of 68.7 million gallons of oil off the coast of Brittany when the Amoco Cadiz ran aground. After bad weather, the oil was spread over 200 miles of coastline. The worst deliberate release of oil occurred during the Gulf War in 1991 when the Iraqi army released between 400 and 900 million gallons of oil into the Arabian Gulf to thwart American and Kuwaiti forces.
