There was a storm in Decmeber of 2008 that affected New York, Massachusetts, New Hampshire and Maine, leaving at least 1 million without power. New Hampshire, Maine, and Mass all declared a state of emergency. The most recent comparable storm was one in December of 1997, which had similar results, leaving many without power in severely cold temperatures for several days.
The worst North American ice storm might have been in 1998, which caused extremely expensive damage to the East Coast of both the US and Canada. Ten years later, another ice storm debilitated the East Coast, especially the New England states, in December of 2008, causing a similar costly disaster. But if you want to see a debilitating ice storm almost every single winter, just go to Kansas. :(
