As far as I can tell, it was basically a tie between Illinois and Ohio. In 1904 the first aluminum recycling plants were opened in Chicago and Cleveland.
Though it began all over the US at around the same time, Texas was the first to make legislature regarding such, with the Texas Legislature in 1991. It established a commitment to a statewide residential and workplace recycling strategy.
The worlds first recycling center was in New York.
