The first state to enact a deposit program (the consumer pays a certain amount in bottle/can deposit when buying the product, then can redeem that money by returning the bottles/cans) was Oregon. The Oregon Bottle Bill was approved in 1971 and it went into use in 1972. Apparently, it has reduced litter quite a bit, and has an 84% redemption rate.
