It’s kind of a tough question to answer, but I have a number of interesting dates and events, hopefully at least one of them answers your question. America’s first paper mill built in Philadelphia in 1690 used recycled cotton, linen, and paper in it’s production process. In 1898, NYC organizes the country’s first garbage sorting plant for recycling. The nation’s first aluminum recycling plants opened in Chicago and Cleveland in 1904. Oregon passed the nation’s first bottle bill in 1971, providing cash for plastic, aluminum and glass containers. And finally, in 1980, Rhode Island became the first state to have mandatory recycling.
