The Scherer plant in Juliet, GA emitted the most CO2 out of any U.S. power plant 25.3 million tons in 2007.  The top polluters are all coal fired power plants.  On a hopeful note, the Palo Verde nuclear plant in Phoenix, AZ was recognized for its near zero emissions, and it produces approximately 26 million MWh of power per year.
