The “top ten” states in respective order are, California, Massachusetts, Connecticut, Oregon, New York, Vermont, Washington, Minnesota, Rhode Island, and Maine. This is based on the 2009 State Energy Efficiency Scorecard. The Scorecard examines six policy areas and gives each state a certain amount of points based on these areas.
