The time of day the sun would be ‘brightest’ would vary day to day depending on cloud cover etc. However, the time the sun is at its highest point in the sky is called Astronomical noon, which does not always occur at noon local time. Astronomical noon usually occurs between 1/2 hour before or after local noon depending on your time zone/location.
