Surface tension is derived from the cohesive forces between liquid molecules. The surface molecules lack like molecules around them and therefore cohere to those molecules directly associated with them on the surface. A surface “film” forms making it extremely difficult to move an object through the surface as opposed to moving it when it is completely submersed.
