It is an instrument which emits light as repeating intervals, by using lamp that is capable of making quick flashes or a regular lamp behind a rotating disc with holes in it. It can be used for a few purposes. It allows studying fast-moving objects, including ones that are rotating, vibrating, or oscillating. For example, you measure the speed with which the object moves, such as frequency of these types of motion, by synchronizing the intervals with which the stroboscope emits light with the specific position at which the object is illuminated. If it’s relatively dark around, you will only see the object when it is being flashed, as the stroboscope light will be much brighter than background light.
