In Chile, a magnitude 9.5 earthquake was measured in 1960.
Note that scientists didn’t start measuring earthquakes until the 1930s, so it is quite likely that one of that scale or larger happened before we started measuring them.
The Great Chilean Earthquake occurred in Valdivia, Chile on May 22nd, 1960. It measured 9.5 on the Richter scale and killed between 2,000 and 6,000 people.
The second strongest earthquake was the one that caused the massive Indonesian tsunami in 2004. It measured a 9.3.
