This is an interesting question and one that is hard to find real numbers for. I am not sure there is a database for number of streetlights by state, at least not one I coudl find, but you can approach it two ways to get an idea. Rhode Island is the smallest state in the US, so it would follow there may be fewer neighborhoods and roads that would require street lights. Conversely, Wyoming is the least populated state and it would follow that since there are less people, fewer street lights would be needed. Additionally, Wyoming likely has more spread out neighborhoods and perhaps does not supply light posts to the more rural communities, or light their less well traveled roads.
