What state has the toughest standards on vehicle emissions?

    It seems as though California is leading the way on vehicle emissions standards. In 2004, the state introduced what were largely called the “world’s toughest standards” at the time. Although many states followed California’s lead, in 2008 they introduced more standards, this time targeted towards diesel vehicles.

    However, the state is considered delaying the implementation of these standards because of the economy’s effect in decreasing the amount of large diesel vehicles on the road (http://www.cnsnews.com/news/article/64583).
