California has the most hybrid cars. Hybrids, especially the Toyota Prius, are immensely popular in urban areas like San Francisco and Los Angeles. Hybrid cars (dubbed “clean emmisions vehicles”) have special privileges in California, such as lower tolls, preferred parking spots, and permission to use carpool lanes at all times.
The District of Columbia has the most hybrids per capita. In 2008, DC had one hybrid car for every 1,400 residents. California was next in that category with one hybrid for every 3,050 residents.
