    California was the first state to promulgate the first legislated exhaust emissions standards (in 1966.) California has been given special dispensation from the EPA to create stricter emissions standards, and indeed, they have continued to do so. California is currently seeking to impose the strictest emissions standards in the US, which will require all vehicles sold in the state to achieve at least 40 mpg.
