Oregon passed the first legislation in the nation, a paint product stewardship law, which passes on a fee of up to 50 cents onto the consumer to fund the recycling. Minnesota was hitting roadbumps with similar legislation in 2009, and the bill has been vetoed by the governor twice now, so we’ll see where that ends up. California also has a bill on the table that is on its way to becoming law. So at the moment, Oregon is doing the best job with paint recycling.
