According to http://www.bigsiteofamazingfacts.com/what-is-the-slowest-growing-plant, one kind of cactus (the saguaro) grows just one inch in its first 10 years of life.  The plant does not grow a branch until its 16 years old and even after that just grows an inch a year.  This might qualify for being the slowest growing cactus.
