What is the Russian government doing to address climate change?

    The Russian government ratified the Kyoto Protocol and reduced their emissions hugely, but they did so because of a huge economic downturn, not because of a change in practices. There current domestic policy focuses on tracking their emissions (in order to get carbon credits) (they are the 3rd greatest emitter in the world) and mitigating the effects of their petroleum industry.
