The cerebellum plays an important role in muscle memory, but is apparently not linked to intellectual retention. Basal ganglia also have some bearing on motor and intellectual learning, among other functions, and are physically connected to the cerebral cortex, which is a memory center. Wikipedia states that current scientific consensus is that the basal ganglia primarily help us decide to take which actions at what point in time.
