The Regional Greenhouse Gas Initative (RGGI) is a “cap-and-trade” regulatory program that is followed by 10 states in the Northeastern United States. According to the National Resources Defense Council, by adopting RGGI practices these states are promising to reduce the amount of CO2 emissions released by their power plants. The program requires that states “set a regional limit on carbon pollution, sell pollution permits, and invest most of the proceeds in energy efficiency and other clean-energy technologies,” (“The Regional Greenhouse Gas Initiative is a Model for the Nation“).
