New Orleans, where Hurricane Katrina hit, is actually below sea level. Without levees in place, it would be underwater so I think that would be the worst flooding possible. There are different types of floods too, like flash floods, floods from snow melt and floods caused by other natural disasters (like Hurricane Katrina in New Orleans). The most often flooding is known to occur in the Mid-west and Appalachian regions, although virtually anywhere can flood.
