Some Democrats in the House feared that with the speed the Bill was developed and proposed, there was still a great deal left undetermined that should have been better worked out. The programs proposed included a large cost that needed to be evaluated more closely before committing to any measures. In addition, some Democrats, including Dennis Kucinich (OH) believed the Bill was not aggressive enough with its carbon reduction goals, being too easy on farmers and the coal industry.
