What is the purpose of energy efficiency certificates?

Issuances of EECs and RECs to businesses shows that that business is trying to meet with the standards set by the area that they are performing business in and governmental regulations on the federal level. The certificates are issued to places that have complied with energy standards or have gone above the compliance with voluntary enhancements to their businesses. These certificates show that the industry is performing its work in an environment that is less exploitative of the environment. Thus the certificates serve two purposes, a regulatory tool and a PR aide. I have attached a very extended powerpoint explanation that I have found on the subject.
