What is the purpose behind blue bike lanes?

Bike lanes that were painted blue were done so for many reasons.  They provide a more clear separation between what part of the road is designated for cars, and what portion is for bikes.  The blue lanes are also supposed to encourage drivers to yield to cyclists, and become more aware of them.  The reason the bike lanes were painted blue as opposed to any other color is because in low light, and wet conditions, blue still shows up fairly well.  This is especially helpful to color-blind drivers.
