I think that the issue with both climate bills is that the house bill is the more lenient and the senate is the more rigorous. This means that people are going to suggest that the senate bill is too harsh–that it might harm the economy or impose unrealistic goals. However, environmentalist groups are not pleased with the house bill because they think it will not do enough to change the course of global warming. In addition, there are still senators and representatives that see global warming as an unimportant issue.
