Under President FD Roosevelt during WWII was the first big push for recycling. Recycling was directly tied to the war effort and was happening in countries across the world. The next big push in recycling came during the 1970s under president Ford, due to the rising energy costs and the environmental sentiment of the times. The next big push came in the 1990s under President Clinton, and this is when many states and/or cities started mandating recycling.
