This is a different question to answer just because while recycling itself started many years ago and has steadily gained popularity, curbside recycling programs aren’t necessarily government run, and thus they started popping up at different times throughout the past 25 years or so. Even today not everyone has a curbside recycling program available to them. To answer your question though, they really began to start popping up rapidly and very widespread around 1985, which would be when Ronald Reagan was president.
As an addendum to the answer above, I would like to note that no single president actually started, or could have had the power to start, curbside recycling programs. They have largely been created by community efforts and by single waste management companies.
