According to this article (link: http://www.washingtonpost.com/opinions/a-dangerous-shift-in-obamas-climate-change-rhetoric/2012/01/26/gIQAYnwzVQ_story.html),

In his recent State of the Union addresses, President Obama has barely uttered the words “Climate Change,” “Global Warming,” or any other term with similar meanings. He has promised more investment on green energy development, which ties into job creation, less dependence on foreign oil and lower carbon footprint. To me, not talking about a upcoming national climate change policy or increasing research and development on the issue doesn’t mean he doesn’t care about the issue at all. He just wants to say what most people want to hear, which is jobs, jobs and more jobs.
