Almost all municipal sewage systems release hazardous materials into waterways at some point.  These occurances, known as Sanitary Sewer Overflows (SSOs) are required to be self reported by each municipality on an annual basis.  According to the EPA, there are over 40,000 of these SSOs that occur in the US each year.
