According to a Reuters article, the Senate is close to approving the climate bill, with a goal of 17% reduction to 2005 levels by 2020. Also, instead of implementing the cap and trade requirements for everyone, the bill has been modified to focus on power companies, because they are major contributors to pollution. In 2009, the House passed a bill to require 15% of all energy to come from renewable sources by 2020.
