    Carbon dioxide levels are continuously changing, so the notion of “normal carbon dioxide is just false. Currently the level of CO2 in the atmosphere is 384.8 ppm (parts per million). Pre-1750 levels were much lower at 280 ppm, and the obvious reasons for the rise are attributed to the industrial revolution and current greenhouse gas consumption. So the percentage of CO2 in the atmosphere is roughly .0384%.
