Well, that depends on how you define “polluted.” Some people consider fluoride to be a pollutant (although there doesn’t appear to be any conclusive link between fluoridated water and disease), in which case 67% of civic water supplies were polluted in 2002. If, on the other hand, you consider a substance like arsenic which is widely agreed to be a Bad Thing to have in drinking water, estimates range from 34 to 56 million people exposed in 2000, or approximately 12-20% of the US population at that time.
