The wealthiest countries have contributed most to the problem of climate change, because they’ve been emitting the most carbon dioxide over the past few centuries. Therefore, many scientists have argued, the rich countries are the ones with the biggest obligation to cut back their own emissions and help other nations cut back theirs (with financial subsidies for clean energy technology and so forth). If rich countries like the U.S. enforce strict carbon-cutback strategies, moreover, it is likely that other countries will be more motivated to implement their own — that’s why there’s so much anticipation about what happens at the Copenhagen climate conference in December.
