If I understand your question, it would have to be insects. Of all the species of organisms in the world, the majority of them are insects. Around 80% of all species are insects, with over 900,000 different kinds of insect. At any time, it is estimated that there are some 10 quintillion (10,000,000,000,000,000,000) individual insects alive.
Mammals on the other hand number between 4500 and 5000 species. Since mammals breed and grow slower over longer life cycles there would not be as many individual members of most if any species between mammal and insect.
