Nitrogen in the atmosphere is not used there, it is stored there to later be absorbed by things on the earths surface. It is used by plants, animals and bacteria. It absorbed in to soil during rain and lighting strikes, and by bacteria in the soil. It can then be used by plants and eventually animals. It is released back into the atmosphere by the burning of fossil fuels.
